The Integrity Development Guide (IDG) is designed primarily for WCO Members and is articulated along the structure of the Revised Arusha Declaration that contains 10 elements that a Customs administration needs to take into account to enhance integrity. The IDG contains a detailed description of each element, a checklist to conduct a self-assessment exercise and examples of good practices. The IDG is normally used to carry out a self-assessment exercise either during an integrity development workshop or any other type of initiatives. This tool is a guide that is meant to inspire Customs administrations rather than to lock them up in an intellectual framework.
